Kuwait (where I live) don't have any connections between pay pal and banks and to get a credit card I must be over 21 and am not (am 19) and all my friends are younger or as old as me, and this might sound strange but most of us don't use any kind of cards, we always have cash only, like I keep In my pocket 40 KD it's 130 USD

Im still trying to buy the dragon mount but would like to see the debit card option become available. Having issues with paypal not allowing me to add or change the card I use.

When you get to the PayPal login/payment screen, click the link thtat say 'Don't Have a PayPal Account?' Or something similar it'll bring you to a screen to enter your card information and that. I haven't tried paying this way, but I'm sure it works properly.

We used our debit cards they worked and it was from the pay pal page there is a use my card bullet to click they still try to get u to pay pal if u have 1 but u can say no and it will go on through.
